Community Benefits
In April we held three public exhibitions which provided us with the opportunity to hear your views on the scheme, especially regarding the type of community facilities you would like us to consider. The development team has carefully examined all the feedback received and a copy of our Statement of Community Involvement is available by emailing us at info@napierpark.co.uk. We believe that our proposed changes to Napier Park will be of great benefit to the local community, and some of these include:
Access & Connectivity

A new direct pedestrian link to Luton Airport Parkway station – improving connectivity to London, Midlands and beyond. Enhancing Luton’s appeal and helping inward investment. |

A new dedicated bus lane along Kimpton Road – improving journey times and facilitating an integrated transport solution. |

The Luton Dunstable Busway will be re-routed along Kimpton Road helping service the wider community. |
 |
Improved cycle and pedestrian routes - encouraging greener modes of transport and better access to Luton town centre. |
 |
Land set aside at Stirling Place for the future provision of an airport bus pick up / drop off area. |
Public Open Spaces
 |
A new 5 acre central public park and cascade water feature – more than doubling the size of useable public open space on the site. |

A new pedestrian promenade incorporating complimentary retail facilities, such as cafes, florists, newsagents, drycleaners etc. |

Improved hard and soft landscaping and better space for Public Art. |

Sustainability
 |
The incorporation of a new Combined Heat and Power Plant (CHP) – reducing our overall carbon footprint. |

Use of Sustainable Urban Drainage Systems. |

Use of sensor controlled energy efficient lighting. |
 |
Aim to achieve a BREEAM rating of ‘Very Good’ and a Code Level 3 rating in the Code for Sustainable Homes. |

Aim to achieve an excellent ‘Green Print Performance’ |
Jobs
 |
Approximately 750 fte jobs will be created at Stirling Place. |
 |
A further 2,000 fte jobs will be created through the positive changes on Napier Park (north of Kimpton Road). |
 |
750,000 construction man hours will be required to build the entire site. |
Other Financial Contributions
 |
Our offsite financial contributions remain as before. Subject to discussions with Luton Borough Council, these will include payments towards, amongst others: local education provision; offsite highways improvements; sustainable transport; Luton Dunstable Busway. |
